Is it possible to mediate in 'bad faith'?<BR/><BR/>The province had great success in getting unions to sign with incentive bonuses. Should the City try and throw back CUPE's threat that the longer the srike goes the more bonuses will be needed; with a bonus structure that declines over time with the clock starting to tick after the mediator releases his report.
